Trouble with adobe photoshop cs2.. cursor stays on that hand picture no matter what?

for adobe photoshop CS2 version 9.0, doesnt matter what picture im on or whatever the cursor is still a little white hand, even if i change to a brush or anything when i put the cursor over the picture it doesnt become the brush and instead stays the hand? which doesnt/wont do anything... can i get it working properly somehow?
