Did everyone in WW2 receive a WW2 Victory medal?

He is eligible for the medal, but its very possible he was never awarded it. A lot of times a person is discharged before the paperwork catches up with those who is eligible for the medal. Try applying for it through your congressman/woman and they can award it if he is truly eligible.
